- Packaged cosmetics and skin or hair care products that are not otherwise restricted and are appropriately described and labeled.

- Obagi Nu-Derm Sunfader
- Obagi Nu-Derm Clear
- Obagi Nu-Derm Blender
- Obagi Elastiderm Decolletage Skin Lightening Complex
- Obagi C-Therapy Nightcream
- Obagi RX System Clarifying Serum
- Products that contain minoxidil in excess of 5%
- Products that are adulterated or misbranded, such as:
- Bithionol
- Brazilian Blowout Acai Professional Smoothing Solution
- Chloroform
- Halogenated salicylanilides
- Methylene chloride
- NeuLash
- RapidLash
- Vinyl chloride in aerosol products
- Zirconium-containing complexes in aerosol products
- Products that are unapproved for use and sale by the FDA, such as:
- Certain unapproved products that contain minoxidil
- Products and ingredients that the Food and Drug Administration (FDA) has determined present an unreasonable risk of injury or illness, or are otherwise unsafe, such as:
- Chlorofluorocarbon propellants in aerosol products
- Cosmetics containing impermissible levels of formaldehyde
- Eyelash and eyebrow permanent dye
- Eye makeup containing Kohl, Kajal, Al-Kahal, or Surma
- Products containing more than 2% hydroquinone
- Products containing excessive amounts of lead
- Skin creams containing mercury
- Listings claiming that a product is intended to be used for the diagnosis, cure, mitigation, treatment or prevention of disease in humans or animals unless the claim is approved by the FDA
- Tanning pills containing canthaxanthin
- Henna products designed or marketed for body-decorating or any other variation of direct skin application
- Controlled substances, including products containing:
- Anything listed in Schedules I, II, III, IV or V of the Controlled Substances Act
- "List I" chemicals or their derivatives as designated by the Drug Enforcement Administration (DEA)
- Products that have passed their expiration or "use by" dates
- Opened or used cosmetics, skin products or hair care products
- Other prohibited products, such as:
- LiLash
- LiBrow
- InStyler
- Products that are not sealed in original manufacturer's packaging
- Products that have had their packaging altered in such a way that removes or obscures any identifying codes placed on the packaging by the manufacturer or distributor, such as:
- Matrix codes
- Lot numbers
- Serial numbers
- Products labeled as "tester," including perfume testers, or "not intended for resale"
- Products that do not have the FDA-required labeling
